Ako Bicol Party-list Rep. Alfredo A. Garbin, Jr questioned some private schools for charging certain fees that students could only use for face-to-face classes.

According to Garbin, charging fees for undeliverable services violated the consumer protection laws and the law on obligation and contracts.

She added that the Department of Education (DepEd), Commission on Higher Education (CHED), Department of Trade and Industry (DTI), and Local Government Unit (LGU) should act on the sentiments of the students’ parents, guardians, and students’ benefactors.

These fees should be scrapped since all students are on online distance learning.

Garbin warned that private schools could evade DepEd and CHED regulations in charging fees, but they cannot escape business regulations implemented by DTI and the LGUs.
