Sinuportahan ni Rizal 4th District Representative Fidel Nograles ang isang nakabinbing panukala na naglalayong pondohan ang edukasyon ng mga nag-aaral ng law sa state universities and colleges kapalit ang pagtatrabaho sa gobyerno ng dalawang taon pagkatapos pumasa ng bar exams.

“A legal scholarship law would help in addressing our issues on legal access especially for the poor. This is a bill with noble intentions, and I support this wholeheartedly,” aniya sa isang pahayag.

Isinulong nina Davao City 1st district Rep. Paolo Duterte, Benguet lone district Rep. Eric Yap, at ACT-CIS Party-list Rep. Edvic Yap ang House Bill No. 7433 na nagbibigay ng libreng legal education sa mga mag-aaral kapalit ang mandatory return of service nang dalawang taon sa Public Attorney’s Office (PAO) o iba pang ahensya ng gobyerno na nangangailangan ng abogado.

Ayon kay Nograles, kapag naisabatas ang panukala, makakatulong ito sa mahihirap na magkaroon ng abot-kayang legal representation.

Base sa Foundation for Economic Freedom, may isang abogado katumbas ng 2,500 na Pilipino. 

“Currently, the PAO does not have enough lawyers, kaya’t gaano man nila gustuhin, because of the lack of numbers ay hindi nila matugunan nang husto ang pangangailangan ng mga kababayan natin,” pahayag ni Nograles.

“This measure would be a great boost towards this end as the PAO would have a steady stream of lawyers coming in every year,” dagdag niya. 

Bukod dito, isinulong din ni Nograles ang panukala na naglalayong magtatag ng mga legal aid program sa mga pribado at publikong law school sa bansa para sa mga serbisyo ng PAO at iba pang pampublikong opisina na nagbibigay ng libreng legal assistance.

“A mandatory legal aid program in schools would mesh well with the ROS program. Perhaps we could find a way to harmonize these two measures so that our legal scholars would have the proper training habang nagaaral pa lang sila,” aniya.

“Maaari tayong gumawa ng parang service track, where scholars would be part of the legal clinic and then render the ROS. This way, may real-time experience na sila kapag sumabak sila sa PAO,” dagdag ng mambabatas.
