Inaprubahan ng House of Representatives ang panukalang batas na naglalayong tulungan ang mga mahihirap at academically qualified na mga estudyante sa private higher education institutions (HEIs) at technical-vocational institutions (TVIs) sa pamamagitan ng pagtatatag ng voucher program.

Ang panukala ay inaasahang pakikinabangan ng mga mag-aaral sa pribadong HEI at TVI sa mga lungsod at munisipalidad kung saan may ang mga state universities at kolehiyo, lokal na unibersidad at kolehiyo, at pampublikong TVI.

Nais din nitong baguhin ang ilang mga probisyon ng Tertiary Education Subsidy para sa mga mag-aaral sa pampubliko at pribadong HEI sa ilalim ng Universal Access to Quality Tertiary Education Act.

Ang Unified Student Financial Assistance System for Tertiary Education Board ang inaasahang mangangasiwa ng portable voucher system.
