Sa gitna ng patuloy na iringan ng Kamara at Senado para Charter change, nagbabala si Surigao del Norte Rep. Robert Ace Barbers sa mga senador na maaaring matuloy pa rin ang people’s initiative (PI) kung sakaling mabigo ang Kongreso na aprubahan ang reporma sa economic provisions ng 1987 Constitution.

“Sa ngayon, hindi pa namin napag-uusapan ang backup plan. We are just giving the Senate the time to consider approving and adopting RBH 6. It would really be appreciated if they will adopt this within the time that they have promised.

“Of course, if this will not happen, I think ongoing pa naman ‘yung PI eh and it’s just suspended for the meantime in the Comelec. Maybe the backup plan is to consider the PI,” pahayag niya..

Iginiit din ni Barbers na walang partisipasyon ang mga miyembro ng Kamara sa people’s initiative.

“‘Yung PI, wala naman sa kamay namin ‘yan eh, nasa kamay na po iyan ng PIRMA… wala naman kaming role diyan,” paliwanag niya.

Dagdag ng mambabatas, patuloy din ang pagtulak ng mga sektor para sa reporma sa Saligang Batas katulad ng League of Governors, League of Municipal Mayors, chambers of commerce and industry, business community, at Makati Business Club,

“Dapat pakinggan natin ito dahil hindi naman ito clamor ni congressman eh ‘di ba. Clamor ito ng maraming sectors,” aniya.

Sinabi pa ni Barbers na matagal nang isyu ang paraan ng pagboto sa Charter change, at sa ngayon, hindi pa rin ito nareresolba.

“Again, ang question nga dito, paano i-interpret ito. Let the people decide and perhaps that is the reason why the advocates of PI are pushing for it,” aniya.

Sa kabuuan, naniniwala si Barbers na mahalaga ang pagrepaso at pagbabago sa mga restrictive economic provisions  ng Saligang Batas upang maging globally competitive ang ekonomiya ng bansa.
