Nanawagan si Senador Robin Padilla ng imbestigasyon sa Senado sa umano’y “unnecessary and excessive force” na ginamit ng mga pulis sa kanilang pagtatangka kamakailan na arestuhin ang founder ng Kingdom of Jesus Christ (KJC) na si Apollo Quiboloy.

“In serving warrants, law enforcement should take into consideration the totality of the situation at hand, which should not in any way violate the dignity of persons,” aniya sa isang official statement. “There is a need for the PNP [Philippine National Police] to promote and protect human rights because these very acts are vital to the maintenance of public order, guarantee of public safety, and respect for the rule of law.”

Plano rin ni Padilla na gawing pormal ang kanyang panawagan para sa imbestigasyon sa pamamagitan ng isang resolusyon na ihahain niya sa June 18. Layunin ng kanyang resolusyon na idirekta ang isang naaangkop na Senate committee na magsagawa ng imbestigasyon, in aid of legislation, sa PNP operation noong June 10.

Binigyang-diin ng mambabatas ang pangunahing tungkulin ng pamahalaan na pagsilbihan at protektahan ang mga tao, ayon sa nakasaad sa Saligang Batas. Nagpahayag din siya ng pag-alala tungkol sa presensya ng mga operatiba ng PNP, kabilang ang mga mula sa Special Action Force (SAF) at Criminal Investigation and Detection Group (CIDG), na sumalakay sa KJC compound sa Davao, na nagresulta sa ilang KJC missionary na nasaktan sa sumunod na tensyon. 

“In light of this event, former President Rodrigo Roa Duterte, who has been recently designated as the Administrator of the KJC properties, issued a statement that the alleged illegal raid was a clear violation of the law and described it as an overkill in any language,” ayon kay Padilla.

Upang suportahan ang kanyang hangarin para sa isang imbestigasyon, binanggit niya ang mga nakaraang pangyayari kung saan inakusahan ang PNP na gumamit ng excessive force, gaya nang pag-aresto sa isang matandang environmental activist sa Pakil, Laguna ng 25 miyembro ng SAF noong 2022 at ang operasyon na kinasangkutan ng 18 tauhan ng CIDG at anim na miyembro ng Regional Maritime Unit na nagresulta sa pagkamatay ni Albuera Mayor Rolando Espinosa noong 2016.

Binigyang-diin ni Padilla na “necessary and reasonable force” lamang ang dapat gamitin para maisakatuparan ang tungkulin ng PNP na ipatupad ang batas.

“There is a critical need to ensure that our law enforcement agencies adhere strictly to the principles of human rights and due process. This is essential not only for maintaining public trust but also for upholding the integrity of our justice system,” pagtatapos niya.
