Ayon kay Senate President Francis Escudero, malabong aprubahan ng Senado ang hinihinging dagdag na P70 bilyong subsidy ng Philippine Health Insurance Corp. (PhilHealth) para sa 2025, dahil sa malaking halaga ng pondo nito. 

“We should maximize the fiscal space that we have for the coming year. Governance is about allocating scarce resources. If you are able to allocate scarce resources properly, then we govern properly as well,” aniya sa isang panayam sa dzBB. 

Samantala, ibinunyag din ng Department of Finance (DOF) na inilipat na ang P89.9 bilyong hindi nagamit na subsidy ng PhilHealth sa Bureau of the Treasury para magamit sa ibang gastusin ng gobyerno, isang desisyon na tinutulan ng ibang mga mambabatas at civil society organizations. 

Sa katunayan, nagsampa ng petition ang mga ito sa Supreme Court, na kamakailan ay nag-issue ng isang temporary restraining order (TRO) para pigilan ang paglilipat ng P59.9 bilyon.

“The question really is, why does PhilHealth have so much excess funds when we see that a lot of our citizens do not actually obtain any benefits from PhilHealth? That is one of the things PhilHealth should clarify and answer in the upcoming deliberations because if we are going to add to the budget of PhilHealth, but if they’re not going to use it, then we lose, especially due to inflation,” ani Escudero.

Dagdag ng mambabatas, nasa P500 bilyon ang pondo ng PhilHealth at ito’y maaari sanang magamit upang pababain ang premium ng mga miyembro o palawigin ang mga serbisyong medikal.

Sa House of Representatives, tinitiyak ni House Majority Leader Manuel Jose Dalipe ang agarang pagpasa ng 2025 General Appropriations Bill bago ang Christmas break. Inaasahang makikiisa ang Senado upang makumpleto ang bicameral conference committee at maisumite ang final version sa presidente bago matapos ang taon.
