Isinusulong ni Akbayan Rep. Perci Cendaña ang House Bill 11078 o ‘Bawal Judgemental’ Bill, na layong tanggalin ang mahigpit na dress code sa mga government offices na nag-aalok ng frontline services. 

Ayon sa kanya, ang ganitong patakaran ay madalas nagiging sanhi ng diskriminasyon laban sa mga mahihirap at indigenous communities. “Sadly, yung policy na strict na dress codes ay nagreresulta sa pagtataboy sa mga marginalized communities. Gusto natin tanggalin yung pagiging judgemental sa dress or attire lalo na kung hindi naman konektado sa nasabing serbisyo yung pananamit.”

“Hindi dapat nasusukat sa pananamit ang karapatan ng mamamayan na makuha ang serbisyo ng gobyerno,” ayon sa mambabatas. “Hindi lahat afford ang outfit check, kaya dapat buksan ang pintuan ng bawat tanggapan para sa lahat, anuman ang kanilang socioeconomic status.”

Ang panukala, na kilala rin bilang Open Door Policy Act, ay nagbabawal sa mga frontline government offices na magpatupad ng dress codes para sa simpleng transaksyon, maliban na lamang kung ang pananamit ay may direktang kaugnayan o mahalaga sa serbisyo.
