Nabigyan na ng green light ng isang House of Representatives panel ang House Bill No. 11117 o ang Fraudulent Birth Certificate Cancellation Law, na layong pabilisin ang pagbasura sa mga pekeng birth certificate na nakukuha ng foreign nationals, lalo na iyong mga may koneksyon sa iligal na gawain gaya ng drug operations at Philippine offshore gaming operators-related crimes.

Ayon kay Representative Bienvenido Abante Jr. ng Manila Sixth District, maraming dayuhang Chinese ang nakakakuha ng Philippine passports gamit ang mga pekeng birth certificates. Ang sistema raw na ito, ayon sa kanya, ay nagbibigay ng access sa mga oportunidad na eksklusibo lang dapat para sa mga Pilipino at ginagamit pa sa mga iligal na aktibidad.

“Kasi sa quadcom (quad committee) nakita namin ang napakaraming mga Chinese na nakakuha ng passport and the only way for them to have an official passport would be that they would have officially legal certificates, birth certificates. Eh ‘di naman sila pinanganak dito, taga-China naman sila,” diin ni Abante sa isang interview.

Para maisakatuparan ito, magtatayo ang panukala ng isang Special Committee on Cancellation of Fraudulent Birth Certificates na pamumunuan ng Philippine Statistics Authority kasama ang Department of Justice, Department of Interior and Local Government, Department of Foreign Affairs, at Office of the Solicitor General.

Pwede mag-file ng complaint ang sinumang legal-aged citizen o law enforcement agency basta’t may kompletong ebidensya tungkol sa foreigner at pekeng birth certificate.

May 15 araw ang foreign national para sumagot, bago magsagawa ng hearing ang special committee. Base sa ebidensya, agad na magiging executory ang desisyon ng committee ngunit pwedeng i-apela sa Office of the President.

Optimistiko si Abante na maipapasa agad ang panukala bago matapos ang kasalukuyang Kongreso. “This is a very important bill that ought to be approved,” giit niya.
