ALIAS SA LIQUIDATION? Ex-COA Chief: Confidentiality Hindi Dapat Gamitin Na ‘Palusot’

Ayon kay dating Commission on Audit (COA) Commissioner Heidi Mendoza, hindi maaaring gamitin ni Vice President Sara Duterte ang “confidentiality” bilang dahilan upang iwasan ang mga tanong ng Kongreso patungkol sa paggamit ng kanyang confidential funds.

Sa isang tv interview, ipinaliwanag niya na may oversight ang Kongreso sa paggamit ng confidential at intelligence funds, alinsunod sa kanilang “power of the purse.” Ang mga ahensya ng gobyerno ay kinakailangang magsumite ng accomplishment reports sa Pangulo, Senate President, at House Speaker, base sa joint circular na nagtatakda ng mga patakaran sa paggamit ng mga pondo.

Ayon kay Mendoza, maaaring magtanong ang Kongreso hinggil sa mga accomplishment reports na isinusumite ng mga ahensya. “When they ask questions related to oversight, you cannot snub Congress,” dagdag ni Mendoza.

Inamin ni Mendoza na may posibilidad na gumamit ng aliases ang mga ahensya sa kanilang liquidation, ngunit binigyang diin niya na ito ay kailangang may malinaw na proseso at kontrol. Halimbawa, dapat may journal o record na naglalaman ng mga tunay na pangalan ng mga nakatanggap ng pondo, at ito ay maaaring ipakita kapag kinakailangan.

“Kailan mo ginamit ang alias at kailan mo ginamit ang tunay na pangalan?” tanong ni Mendoza kaugnay ng mga acknowledgement receipts ng Office of the Vice President (OVP).

“The country is asking, ‘how did you use the funds?’… If you insist that you will not respond to Congress, then my question is, ‘to whom will you be made accountable?’ Congress is the representative of the people,” dagdag pa ni Mendoza.
