‘BASTOS’ NA RESOURCE PERSONS, SINITA! Estrada Nagbabala ‘Pwedeng Ma-Defer Budget N’yo’

Nagbigay ng matinding babala si Senate President Pro Tempore Jinggoy Estrada sa mga ahensya ng gobyerno matapos mabahala sa mga tila “bastos” na sagot ng ilang resource persons sa budget hearings. Ayon kay Estrada, ang ganitong asal ay posibleng magresulta sa pagkaantala o tuluyang pag-defer ng budget ng mga nasabing ahensya.

Aniya, may ilang pinuno ng mga ahensya na tila wala sa lugar ang pagsagot sa mga tanong ng mga senador. “I would like to warn all those heads of the agencies concerned to be respectful in answering questions coming from the senators. We can defer your budget, we’ve done that before and we can do that again. And this warning goes to all heads of agencies concerned,” ayon sa mambabatas.

Ang babala niya ay kasunod ng paghimok ni Senate Majority Leader Francis Tolentino kay Philippine Health Insurance Corp. (PhilHealth) Chief Executive Officer Emmanuel Ledesma Jr. na sumagot nang may respeto at pagpapakumbaba sa mga tanong ng mga senador. Sinusugan din ito ni Senador Sherwin Gatchalian, na nagpaalala kay Ledesma na direktang sagutin ang mga tanong ni Sen. JV Ejercito ng may paggalang.

Nag-ugat ang tensyon matapos kwestyunin ni Ejercito ang P89.9 bilyong savings ng PhilHealth “Kapag may savings ka, ibig sabihin you’re a failure,” aniya, na nagsabi rin na ang ganitong pondo ay dapat ginagamit para sa social services.

“Ang daming naghihirap, ang daming nahihirapang bumili ng gamot nakapila, magbayad ng ospital. Ang laki laki ng savings mo di mo ginamit. Ganun po kami sa gobyerno. When you have a fund for social services, inuubos po ‘yan dapat. Hindi natin dapat ipagmalaki na meron tayong savings. We are not a private corporation,” saad ng senador.

Tugon naman ni Ledesma, hindi tamang siya lamang ang sisihin sa naipon na pondo ng PhilHealth. 

“Bakit ganon, may P89.9 billion? I’m the first one among all of us in this room who is not proud that PhilHealth has a — had a P600 billion cash reserve. Now, pero at the same time, parang mali rin ata to pin the blame fully on me. Why? Kasi again uulitin ko po, itong pera na ‘to, this was piling up through the years, hindi naman, this is all accumulated through a long period of time… I think it’s wrong to point the finger at me,” aniya na humingi ng paumanhin matapos maturuan ng leksyon sa tamang asal sa Senado.
