Nanawagan si San Jose del Monte City Representative Florida P. Robes para sa mabilis na pagpasa ng House Bill 1511, o ang Anti-Road Rage Act, kasunod ng pamamaril sa Makati City na nagresulta sa pagkamatay ng isang motorista.

“Road rage incidents that result in serious injuries or even death of a person will likely be prevented if motorists are aware that a hostile act of cursing, use of foul language or even moderate screaming can land them in jail,” aniya sa isang pahayag.

Ang panukalang batas ay nagmumungkahi ng pagkakulong na hanggang anim na taon at multa na hindi bababa sa P250,000 para sa mga nagkasala sa road rage. Itinutulak din nito na masuspinde ng limang taon ang driver’s license ng sangkot na motorista.

“I grieve with the family of Aniceto Mateo who met his untimely passing while trying to earn a decent living for his loved ones despite the fact that he has reached his senior years. His death was just utterly senseless,” dagdag ng mambabatas.

Si Mateo ay binaril ng negosyanteng si Gerrard Raymund Uy sa isang road rage incident, ayon sa pulisya.

Ayon kay Robes, base sa mga datos ng Metropolitan Development Authority, ang malaking bilang ng mga road crashes noong 2014 ay na-trigger ng road rage.

“In the Philippines, road rage cases are on the rise. Recent road rage statistics showed that eight out of ten drivers admit to exhibiting aggressive behavior at least once a year, while nine out of ten drivers think of aggressive driving as a threat to their personal safety,” aniya.

Tinukoy ng panukalang batas ang road rage bilang “any aggressive, hostile or violent behavior in traffic or on the road by a motorist which may include mild to moderate screaming, wild gesturing at others, cursing or using bad language, physical attack at another or an attempt thereof, reckless driving, any kinds of threat or intimidation, any use of force against another person and other analogous circumstances.”

Pinahihintulutan din ng panukalang batas ang road rage complainant na magsampa ng hiwalay na kasong sibil para sa mga pinsala. Tinukoy din nito na ang road rage ay ituturing na isang “aggravating circumstance” kung ang isang mas malubhang krimen ay ginawa ng nagkasala. Ang pagiging nasa ilalim ng impluwensya ng alkohol o droga ay hindi maituturing na depensa.
