Isinulong ni Senador Raffy Tulfo sa Senado ang exemption ng matatanda at persons with disabilities (PWD) sa parking fees sa mga commercial establishment sa ilalim ng Senate Bill 1920 o Free Parking Act.

Nais ng bill na gawing mas komportable at abot-kaya ang pamimili ng mga matatanda at PWD sa mga commercial establishment at mall.

“We must adjust to the modern economic and political development in our cultural and socioeconomic change to the country and one of them is the emergence of the pay parking industry,” ayon sa explanatory note ng panukala ni Tulfo.

Ayon sa bill, ang pribilehiyo ng free parking ay maaaring magamit nang tatlong oras sa isang commercial establishment at shopping centers kung saan maaaring bumili ng produkto o serbisyo. Hindi kasama ang overnight parking sa pribilehiyo.

Hindi rin kasama ang mga establishment na may kulang ng sampung parking spaces o mga lugar kung saan walang parking space o hindi nasa kontrol ng commercial establishment.

Kinakailangang magbigay ng pruweba ang senior citizen or PWD at patunay na may binili sila sa commercial establishment na may halagang P500 o higit pa.

Ang mga establishment na hindi sumusunod sa probisyon ay magmumulta ng P10,000 hanggang P100,000 sa unang paglabag at P50,000 hanggang P500,000 para sa muling paglabag.

“The measure will offer the paying public a small break from the current wave of fuel, energy, commodity, and other price hikes that the average salary rate is unable to adequately cover,” isinaad sa bill.
