‘GUERILLA SCAMS’ SUMBONG NI HONTIVEROS! Mas Malala Raw Kaysa POGO

Ibinunyag ni Senadora Risa Hontiveros ang pag-usbong ng “guerilla scam operations” kasunod ng pagpapatigil sa Philippine offshore gaming operators (POGOs) sa bansa. Sa plenary deliberations para sa 2025 budget ng Department of Information and Communications Technology (DICT), inilarawan niya ang bagong modus bilang “mas mahirap matukoy” at mas mapanganib. 

“Following the welcome declaration of the President banning POGOs, our law enforcement officers have found an alarming trend that, instead of using POGOs as regulatory cover, guerilla scam operations are now emerging—perhaps even harder to detect,” ayon sa mambabatas. 

Sa rebelasyong ito, ninais ding niyang malaman kung anong hakbang ang ginagawa ng Cybercrime Investigation Coordinating Center (CICC) para ma-address ang illegal na gawaing ito.

Sinagot ni Sen. Sherwin Gatchalian ang tanong ni Hontiveros tungkol sa hakbang ng CICC at sinabing nakasamsam ang CICC ng 11 scam hubs sa tulong ng Philippine National Police at National Bureau of Investigation gamit ang advanced technology.

Dagdag pa, may hotline na maaaring tawagan ang publiko upang isumbong ang mga ganitong aktibidad. Inaasahan ding tatalakayin ng DICT ang kanilang mga pamamaraan sa isang executive session.

Sa tanong naman tungkol sa mga text scams na nagpapanggap bilang bangko at e-wallet apps, sinabi ng senador na ipinag-utos na ng National Telecommunications Commission (NTC) ang mahigpit na regulasyon sa pagbibigay ng SIM cards.

Batay sa datos noong Setyembre 2024:

  • 2.22 bilyong SMS ang na-block.
  • 2.31 milyong SIM cards ang na-deactivate.
  • 10.79 milyong numero ang na-blacklist. 

Bagamat nabawasan ang mga spam texts na nag-aalok ng trabaho, napansin ni Gatchalian ang bagong modus na “anonymous texts” na nagbebenta ng properties.

“The NTC is also doing its share to make sure that the type of text blasts or spams, as we call it, are being reduced. But admittedly, there’s much to be done,” dagdag pa niya.  

Matatandaang sa kanyang State of the Nation Address noong Hulyo, ipinag-utos ni Pangulong Ferdinand Marcos Jr. ang ban sa POGOs matapos ang Senate investigation ukol sa mga criminal activities na konektado sa operasyon nito.
