A lawmaker on Thursday filed a bill at the House of Representatives that aims to prohibit individuals from physically reserving parking spaces by standing on them.

In filing House Bill 11076 or the proposed “Mindful Parking” Act, Akbayan Rep. Percival Cendaña said the practice of individuals standing on parking spaces to reserve them and physically obstructing other vehicles violates common courtesy and the basic principle that parking should be on a first-come, first-served basis.

The “unwholesome” practice, Cendaña said, also poses safety risks to those who stand in spaces designated for motor vehicles.

“It is necessary to regulate the use of limited spaces and resources to promote fairness among users and protect them from harm,” he said.

Parking space, as defined by the bill, refers to a designated area within public or private property intended for the temporary parking of a motor vehicle.

The proposed measure outlines penalties for both the individual reserving the parking space and the driver of the vehicle intended to occupy it.

The penalties include a PHP2,000 fine for the first offense, a PHP5,000 fine and six-month driver’s license suspension for the second offense, and a PHP10,000 fine with license revocation for the third offense.

The proposed law requires establishments to adopt and implement policies against this practice with appropriate fines or penalties.

Private establishments failing to comply could face fines ranging from PHP10,000 to PHP50,000.

The Land Transportation Office shall have administrative jurisdiction on violations if the bill is enacted into law. (PNA)
