Kabataan Sa DepEd: 100% Ligtas, Abot-kaya At De Kalidad Na Balik-Eskwela Tiyakin

Hinimok ng Kabataan Partylist ang Department of Education (DepEd) na tiyaking 100 porsyentong ligtas, abot-kaya at de kalidad ang pagbabalik-eskwela ng mga kabataang Pilipino.

Sa isang pahayag nitong Miyerkules, sinabi ng partylist na kasama ang kabataang Pilipino na matagal nang nangampanya para sa unti-unti at ligtas na pagpapatuloy ng face-to-face classes para sa lahat. Binanggit din nito na ang 100 percent na pagpapatupad ng face-to-face classes ay overdue na.

“However, the Marcos Jr. administration did not even care to certify as urgent or apply policies consistent with major education reform bills such as the Safe School Reopening Bill or House Bill 251 and the Student Aid Bill or House Bill 252,” binigyang-diin nito.

Sinabi rin ng Kabataan Partylist na bukod sa paglalabas ng hindi malinaw na mga direktiba at deadline, ang DepEd at ang buong administrasyon ay hindi lamang nabigo na itaguyod ang reform policies o maging ang pagpopondo para sa sektor ng edukasyon, sila rin ay naglabas ng mga “unscientific policies” na naglalayong gawin normal na lamang ang Covid-19 na maaaring malagay sa panganib ang kaligtasan at pagpapatuloy ng face-to-face classes sa bansa.

Ang krisis sa pag-aaral ay hindi malulutas sa pamamagitan ng simpleng memorandum o pawang mga pahayag na matatapos na ang pandemya, dagdag nito.

“Worse, we found from our student consultations that the ill-prepared resumption of face-to-face classes has complicated problems of accessibility as students, teachers and parents unfairly carry the burden of expenses needed to make such classes feasible,” patuloy pa ng partylist.

“Some schools have used the transition to impose additional school fees while households stretch their pockets to spend for both physical and online components of schooling,” dagdag nito.

Sinabi pa ng Kabataan Partylist: “The resumption of face-to-face classes is not and should not be a token “back-to-normal” objective of forcing schools to open without ample preparation just to mirror the pre-pandemic setting.” 

Ang layunin ay hindi lamang magbukas ng mga paaralan kundi upang matiyak na mananatiling bukas ang mga ito at ligtas na nagsasagawa ng mga accessible at de-kalidad na face-to-face classes, binanggit nito.

“Our united call is not just for 100% full face-to-face classes, but for a 100% ligtas, abot-kaya, at de kalidad na balik-eskwela. Proper funding and policies are needed for this,” dagdag ng partylist.

Patuloy din itong nananawagan para sa muling alokasyon ng P122 bilyong pandagdag na budget para sa sektor ng edukasyon upang maipatupad ang mga kinakailangang patakarang nakabalangkas sa Safe School Muling Pagbubukas Bill.

Ang karagdagang pondo ay maaaring kunin mula sa confidential at intelligence funds, pork barrel at sa National Task Force to End Local Communist Armed Conflict, ayon dito.

“We urge Malacañang for the nth time to certify as urgent the Safe School Reopening Bill and Student Aid Bill. This is what we need to help solve the learning crisis, not Mandatory ROTC which will only worsen the existing crisis by imposing more fees and academic load to students and teachers,” pagtatapos ng Kabataan partylist.
