‘KASADO-DIBORSYO’?! Absolute Divorce Bill Tuloy Ang Pag-Arangkada Sa Kamara

Muling ikinasa ang pagpasa sa Absolute Divorce Bill na isinusulong ni 1st district Albay Representative Edcel Lagman na naglalayong payagan na muling makapagpakasal ang mag-asawang naghiwalay na.

Kamakailan lamang, nanalo sa voice voting sa plenary session ang pagsulong ng House Bill 9349 o ang “Act Reinstituting Divorce as an Alternative Mode for the Dissolution of Marriage” sa pangalawang pagdinig upang gawin nang legal ang diborsyo sa bansa.

Ayon kay Lagman, nais nito magawan ng agarang aksyon ang tumataas na kaso ng pang-aabuso sa loob ng tahanan.

Diin niya sa kanyang isinusulong na batas, ang “marital clashes” at “irreconcilable differences” sa pagitan ng mga mag-asawa ay nagkakaroon ng epekto sa mental at physical health.

Matapos ang pagpapalawig ng diborsyo sa bansa, naglabas ng grounds ang Kamara kung sakaling ito ay maipapasa bilang batas sa bansa.

Ang nasabing grounds ay sumasakop sa iba’t-ibang sitwasyon sa buhay mag-asawa na maaring magdulot ng negatibong epekto sa kanilang relasyon tulad ng “psychological incapacity,” “homosexuality of partner,” at “domestic o marital abuse.”

Sa kabila ng iba’t-ibang komento, iginiit ni Lagman na hindi dapat maging negatibo ang maging tingin sa pagsulong ng batas na ito dahil malaki ang maitutulong nito sa mas malaking isyu sa buhay ng mga mag-asawa at pamilya.

“Divorce is not the worst thing that can happen to a family. Enduring years of physical violence, suffering emotional abuse, tolerating infidelity, allowing children to live in a hostile home and witness daily discord and constant conflict – these are far worse than divorce,” aniya.

Maalalang ang pagsulong nito ay pansamantalang nahinto noong Pebrero matapos ibalik ito sa Kamara para mas palawigin pa ang mga nakapaloob. Iminungkahi na dapat dumaan muna ito sa Committee on Appropriations.

“There is no rule of the House which requires that bills without an appropriation language be referred to the Committee on Appropriations. Only bills with appropriation language are referred to the appropriations committee. The divorce bill has no appropriations language,” pahayag niya.
