NAGPASAKLOLO Roque, Umakyat Sa Supreme Court; Arrest Order Ng Kongreso, Kinuwestyon

Naghain ng petition sa Supreme Court si former presidential spokesperson Harry Roque upang kwestyunin ang arrest order na inilabas ng quad committee (Quadcom) ng House of Representatives.

“The actions of the respondents (members of Quadcom) were committed with grave abuse of discretion in exercising their legislative powers in an abusive manner and in usurping the investigative powers reserved for the Executive Branch and the adjudicative powers reserved for the Judicial Branch of government,” saad ni Hacintha, anak na babae ni Roque na siyang nagbasa ng petition ng kanyang ama. 

Bukod sa pagkwestyon sa nasabing arrest warrant, humiling din si Roque ng Temporary Protection Order, para hindi maihain ng Quadcom ang warrant laban sa kanya. Bukod dito, hiniling din ni Roque na maglabas ang Supreme Court ng writ of certiorari at writ of prohibition para hindi siya piliting maglabas ng mga dokumento at dumalo sa mga susunod pang hearings.

Nauna nang inisyuhan ng Quadcom ng contempt si Roque dahil sa pagtanggi nito na mag-submit ng mga dokumentong naka-subpoena. Ang mga dokumento na ito ay may kinalaman sa umano’y involvement ng dating presidential spokesperson sa illegal na Philippine Offshore Gaming Operators (POGOs).

Kasama sa mga dokumentong ito ang Statements of Assets, Liabilities, and Net Worth (SALN) ni Roque, mga record na may kinalaman sa kanyang family firm na Biancham Holdings at isang land transaction sa Parañaque City.

Iginiit kamakailan ni Roque na lahat ng information “relevant and pertinent to the subject of the congressional inquiry” ay kaniya nang naibigay. Aniya, hindi siya umiwas sa kahit na anong katanungan.

“The Quad Committee has wielded its contempt power capriciously and whimsically, meting out punishment simply because some of its members did not like the answers of the resource persons or because the resource persons invoked their constitutional rights,” saad ni Roque sa kanyang petition sa Supreme Court.
