Aprubado sa committee level ang panukala ni Deputy Speaker at Las Piñas Rep. Camille Villar na magbibigay ng P5,000 financial assistance sa fresh graduates na naghahanap ng trabaho. 

Ayon sa House Bill 6542 o “An act providing fresh graduates of Philippine tertiary education, universities, colleges and training institutions, of a one-time cash grant of ₱5,000,” magagamit ang financial assistance para sa job application, initial employment at settling-in. 

“This is an assistance to graduates, an encouragement as they become part of the workforce which is very relevant at this time. They can also utilize the amount, small it may be, in commencing a micro business or a start-up enterprise,” pahayag ni Villar.

Nagbigay naman ng mungkahi si Nueva Ecija Rep. Mikaela Angela Suansing na automated teller machine o ATM dapat ang pamamaraan ng pagbibigay ng cash grant sa fresh graduates.

Ayon sa isang opisyal ng Commission on Higher Education (CHEd), 345,000 ang mga graduate sa publiko at pribadong higher educational institutions (HEIs) noong SY 2020-2021.

Para magkaroon ng cash aid, kinakailangan magbigay ng kopya ng diploma o kahit anong pruweba ng graduation mula sa HEIs sa government agency o local government. 

Dapat nakasaad sa pruweba ng graduation ang petsa ng graduation o completion at ang kurso o degree na natapos. Dapat din na may pirma ng kinatawan ng institusyon.

Sa ilalim ng panukala, magkakaroon ng interagency monitoring committee na pinamumunuan ng chairperson ng CHEd. Ang committee ay gagawa ng implementing rules and regulations at magbabantay ng pagsunod ng mga state agencies.

“This is not a dole-out but should be viewed as an investment of the government to the youth, fully consistent with our Constitution, and the nation’s existing laws on social welfare,” dagdag ni Villar.
