Panukala Para Maiwasan Ang Oil Spill At Polusyon Mula Sa Barko Isinulong

Isinulong ni Negros Occidental 3rd District Representative Kiko Benitez ang House Bill (HB) No. 7515 para paigtingin ang regulasyon ng mga barko upang maiwasan ang oil spills at pagkalat ng delikadong kemikal sa dagat kasunod ng insidente ng oil spill sa Oriental Mindoro.

Layunin ng panukala na higpitan ang implementasyon ng mga regulasyon ayon sa 1973 International Convention for the Prevention of Pollution from Ships at ang 1978 Protocol o MARPOL 73/78 na pinirmahan noong 2001.

“We signed MARPOL 73/78 in 2001. An implementing legislation is long overdue. We must keep our commitment to international law, and perform our responsibility to protect the environment,” pahayag ni Benitez.

“We cannot let another oil spill happen again. Its damage to the marine environment is just too much. It is impossible to express the negative impact to livelihoods and marine ecosystems in monetary terms,” aniya.

“This bill is crucial in protecting our marine wealth and promoting blue economy to ensure sustainable development of our marine resources for the benefit of present and future generations,” dagdag ng mambabatas,

Sa ilalim ng panukala, ang Maritime Industry Authority (MARINA) ay magiging mas mahigpit sa pagpapatupad ng mga shipbuilding standard at siguraduhin na ang mga barko ay may sapat na materyales at apparatus para maiwasan ang pagtagas ng langis, sewage, basura, at iba pang delikadong kemikal at pollutant sa dagat. Mandato rin sa bill na pigilan ang operasyon ng mga barko na lumabag sa mga regulasyon na ito.

May multa na aabot sa sampung milyong piso ang mga ship owners na lumabag sa panukala. Ang pondo na nakuha mula sa multa ay gagamitin para sa clean-up at pagkontrol ng oil spill.
