Inaprubahan ng House of Representatives sa ikatlo at huling pagbasa ngayong Lunes ang isang panukalang batas na nag-uutos sa onsite, in-city, near-city, o off-city relocation ng informal settler families (ISFs).
Ang nasabing panukalang batas ay nagkapagtala ng 254 na boto mula sa mga mambabatas, ayon sa opisina ni House Speaker Martin G. Romualdez
Ang House Bill (HB) No. 5, na inakda ni Romualdez at Tingog party-list Representatives Yedda Marie K. Romualdez at Jude Acidre. Ito ay naglalayong amyendahan ang Republic Act (RA) No. 7279, o ang Urban Development and Housing Act of 1992.

Sa kanilang explanatory note, sinabi ng mga may-akda na magsasagawa ang panukalang batas ng isang probisyon ng Konstitusyon na nag-uutos sa estado “[to] undertake, in cooperation with the public sector, a continuing program of urban land reform and housing which will make available at affordable cost decent housing and basic services to underprivileged and homeless citizens in urban centers and resettlement areas.”
“While the government has been providing resettlement sites to informal settler families, these sites have been mostly off-city. These do not provide employment opportunities and livelihood, as well as social services,” dagdag nila.
“As a result, many families are drawn back to the cities to find employment that would provide for their needs, ending up living again in informal settlements that are the embodiment of abject poverty, social exclusion and unsafe housing,” ipinunto nila.
Idinagdag nila na ang HB No. 5 ay naglalayong tugunan ang naturang isyu, sa pamamagitan ng pagbibigay ng lokal na pamahalaan o LGU ng pabahay para sa mga ISF at pag-uutos na ang paglilipat sa labas ng lungsod ay maaaring gamitin lamang kapag ang in-city o near-city resettlement ay hindi maaring gawin.
Ang panukalang batas ay nananawagan ng sapat na konsultasyon sa mga apektadong pamilya.
“The bill also provides for social preparation activities for beneficiaries and the institutionalization of a people’s plan developed by beneficiary families in coordination with the implementing local government unit,” ang sabi ng mga may-akda.
Tinutukoy ng panukala ang in-city o onsite resettlement bilang isang “relocation site within the jurisdiction of a local government unit where the affected informal settler families are living.”
Ang “near-city resettlement” ay tumutukoy sa isang site na malapit sa orihinal na lugar kung saan nakatira ang mga apektadong ISF ngunit nasa loob ng hurisdiksyon ng isa pang LGU na katabi ng nagpapatupad na LGU.
Ang “off-city” relocation, sa kabilang banda, ay isang site na binuo sa labas at hindi katabi ng implementing LGU.
Ipapatupad ng mga LGU ang onsite, near-city, o off-city housing program para sa mga ISF sa pakikipagtulungan ng Department of Human Settlements and Urban Development, National Housing Authority, National Home Mortgage Finance Corp., Home Development Mutual Fund, at Social Housing Finance Corp.
Ang iba pang ahensya, kabilang ang Department of Labor and Employment, Technical Education and Skills Development Authority, Department of Social Welfare and Development, Department of Science and Technology, at Philippine Trade and Training Center, ay inaatasan na magbigay ng mga skill and livelihood training.
Ang Department of Human Settlements and Urban Development, Department of Interior and Local Government, sa konsultasyon sa mga naaangkop na ahensya, civil society groups, pribadong sektor, at mga kinatawan ng ISFs, ay maglalabas ng implementing rules and regulations.
Ang panukalang batas ay inendorso ng Committee on Housing and Urban Development na pinamumunuan ni Benitez.
