Para Bawas Red Tape! Estrada Tinutulak Ang Digital At Electronic Gov’t Systems

Isinusulong  ni Senador Jinggoy Estrada ang pagsasabatas ng mga hakbanging magtatatag ng full interoperability ng lahat ng government systems at services para mabawasan ang red tape at mapabilis ang digital transformation ng bansa. 

Ito ay kasabay ng pagpapakilala ng hassle-free application program para sa certification of overseas Filipino workers (OFW). 

“These bold and innovative steps mark a significant milestone in ensuring the welfare and well-being of our modern-day heroes. By eliminating unnecessary fees in issuing Overseas Employment Certificates (OECs), we’re showing them the respect and appreciation they deserve. I’m hoping we could sustain and build on the digital transformation of government operations and processes to increase efficiency, productivity, and transparency,” aniya sa isang pahayag.

Itinutulak ni Estrada ang development at enhancement ng electronic government (E-Government) services at processes, kasama ang implementasyon ng online payment system at business registration-related transactions. Ito ay bilang tugon sa mga ulat na paparating na hassle-free app ng Department of Migrant Workers, na magbibigay daan upang gawing libre ang OEC. 

Bilang chairperson ng Senate Committee on Labor, Employment, and Human Resources Development, nagsusulong siya ng pagtatatag ng E-Government Master Plan at ang institusyonalisasyon ng national policy sa pagpapatibay ng mga digital payments para sa government disbursements at collections. 

Isa sa mga panukala ng mambabatas ay ang Senate Bill No. 803, o kilala bilang “Use of Digital Payments Act,” layunin nitong pagandahin at pabilisin ang pamamahagi ng financial aid sa mga pinaka mahihinang sektor, lalo na sa panahon ng krisis. Naglalayon din itong pangunahan ang digital payment goods, services, at iba pang disbursements sa government transactions. 

Isa pang panukala na kanyang ipinakilala ay ang Senate Bill No. 455, o mas kilala na “E-Government Act,” na naglalayong makapagbigay ng legal framework para sa pagtatatag ng E-Government Master Plan. Kabilang dito ang ilan sa mga probisyon tulad ng interoperability, database at resource-sharing network, archives, records management system, at isang online payment system.

“Through a user-friendly app, such as a dedicated app for the issuance of OECs, we can save time and resources for both the government and our OFWs while providing accessible and responsive services to our hardworking OFWs,”  aniya.

“Marami ng bansa ang nagpapatupad ng iba’t ibang uri ng e-government at nagkaroon na ng digital transformation ng kanilang financial system upang mapaigting ang pagbibigay ng serbisyo sa publiko. Kailangan natin sumabay sa mga pagbabagong ito.”
