President Rodrigo Roa Duterte signed the National ID Law in August 2018 to simplify the national identification system which will help reduce corruption, improve governance, and keep the public safe.

The ID system aims to improve transactions, reduce the expense of government-related ID applications, and make all transactions easier and more convenient. Its objective is to “eliminate the need to present other forms of identification while transacting with the government and private sector,” according to Republic Act 11055.

How does it work?

PhilSys will ensure that each registered person is uniquely identified on a national scale, eliminating identity fraud and strengthening the integrity of functional identification registries.

The individual must declare his or her name based on his or her birth certificate, photograph, gender, blood type, and signature in this national ID system.

The Philippine Statistics Authority (PSA) assigns a PhilSys Number (PSN) to each registered person in the Philippines, which is a randomly generated, unique, and permanent identification number.

PhilSys is a platform for the government and private sector to digitally and automatically identify and verify their customers in both in-person and online transactions. It will transform how service is provided in the Philippines and speed up our transition to a digital economy, enabling presence less, paperless, and cashless transactions, among other things.

A foundational digital ID system, such as PhilSys, will help to build a nation. It will allow the Philippines to transition away from inefficient and costly physical documents, processes, and credentials and toward digital alternatives.
