May oras pa para ayusin ang mga pagkukulang sa training at certification ng mga Filipino seafarers, ayon kay Senador Grace Poe.
“The mere fact that they (European Union) have been accommodating and have not given us a definitive timeline, I know they appreciate the process we are undertaking at the moment,” sinabi niya sa plenary deliberations ng Senado sa budget ng Department of Transportation.
Base sa naging proposed budget amendment ng mambabatas, dinagdagan ng Senado ang pondo ng Maritime Industry Authority (MARINA) ukol sa pag-monitor at pagpapatupad ng maritime laws at regulations ng P56.7 million. Mula sa P20.947 million budget, naging P80.693 million ang budget nito sa 2023 National Expenditure Program upang maging compliant ang Pilipinas sa international maritime standards.
Sa kasalukuyan, hindi tinanggal ng European Union (EU) ang mga Filipino seafarers mula sa kanilang mga shipping lines at hindi rin binawi ang akreditasyon ng Pilipinas. Ngunit, nakita ng EU ang mga lugar kung saan kailangan gawan ng aksyon tulad ng edukasyon, training, at certification.
“We are still accredited but we need to work on this because if not, the employment of 49,461 Filipino marine officers will be in jeopardy and the employment of almost 600,000 certificated Filipino seafarers, including officers, will also be affected,” sabi ni Poe
Binibigyan ng pagkakataon ng EU ang Pilipinas upang ayusin ang mga naging pagkukulang, ayon sa kanya.
“We were not given a real timeline. What is important for the EU is that they see an effort to comply and it is an ongoing process,” ipinunto ng senador..
Ayon sa datos ng Bangko Sentral ng Pilipinas, nagkakahalaga ng $6.5 bilyon ang mga naging remittance ng mga Filipino sea-based workers sa kanilang mga pamilya noong 2021. Mula Enero hanggang Septyembre 2022, nagpadala ng $4.92 bilyon ang naging remittances ng mga seafarers, tumaas ng 1.8 percent mula sa $4.8 bilyon na pinadala nila mula Enero hanggang Septyembre 2021.
Ayon sa kanya, malaki ang papel ng Filipino seafarers sa buong maritime industry. “Without the Filipino seafarers, I don’t think the maritime industry will be able to function properly. If we are not at the top, we are probably at the top 3 of those supplying seafarers.”
Tinatayang nasa 50,000 Filipino seafarers ang posibleng mawalan ng trabaho sa mga EU-flagged ships kung hindi pumasa ang Pilipinas sa audit ng European Maritime Safety Agency.
