San Jose Del Monte City Rep. Florida Robes filed House Bill No. 7174 to review all the transactions and contracts before releasing the public funds to various government agencies for implementation.
Under her bill, there will be a pre-audit system with the disbursement of public funds to prevent controversies such as the Commission on Audit (COA) findings in various government agencies. She said that this system will guarantee that the government funds spent are being used right and on time.
“This system is for the protection of our officials, our people, and our institutions because it ensures that the government agency has the capacity to implement the program within the allotted period,” she said
She added that in implementing this pre-audit system, a pre-audit office for the COA would be established to ensure compliance based on the system’s requirements.
The COA would also be required to submit within 30 days an annual report to the President of the Philippines and the Congress on June 30 every year for transparency.
“With the controversy hounding the Department of Health and other government agencies and instrumentalities, this affects the credibility of our officials, our institutions, and the delivery of goods and services. It is the Filipino people who suffer. This bill seeks to address this by making sure that even before public funds are released, they are audited to ensure that they go to where they should go at the allotted time. Walang delay at walang nasasayang na pera ng bayan,” Robes said.
