SABLAY-FREE! Marbill, Nakiusap Para Sa ‘Facelift’ Ng PNP

Nanawagan si Philippine National Police (PNP) chief Gen. Rommel Marbil sa Kongreso na amyendahan ang Department of the Interior and Local Government (DILG) Act of 1990 o Republic Act (RA) 6975 para masolusyunan ang mga “sablay” sa sistema ng PNP.

Sa kanyang pahayag, iginiit ni Marbil na kailangang resolbahin ang mga “systemic challenges” para mapahusay ang kakayahan ng PNP sa mabilis na pagtugon sa mga sitwasyong kritikal.

“The current hierarchical system often slows down decision-making, particularly in critical situations where prompt responses are vital,” aniya.

Dagdag pa ng PNP chief, mas magiging maayos ang accountability sa PNP kung magkakaroon ito ng flatter organizational structure. Ito ay dahil mas lilinaw ang roles and responsibilities ng bawat isa na magdudulot ng mas maayos na oversight at performance monitoring. Aniya, lubhang importante ang mga ito sa pananatili ng public trust at law enforcement standards sa bansa.

Dagdag pa niya, ang decentralization ng PNP ay makapagbibigay sa mga lower-ranking officers ng kapangyarihang gumawa ng mga desisyon sa lokal level, kaya’t mababawasan ang operational delays.

Bagaman nakatulong ang Republic Act 6975 noong ipasa ito, ani Marbil aykailangan na itong baguhin para makaagapay sa hamon ng modernong law enforcement. Paliwanag niya, sa pagsasaayos ng PNP, magiging mas efficient, accountable, at handa ang ating pulisya na tugunan ang mga pangangailangan ng publiko sa ika-21 siglo.

Binanggit din ng hepe ng PNP na mapapaganda ng streamlined organization ang komunikasyon sa bawat antas ng PNP.

“This kind of structure encourages leadership and initiative at all levels, inspiring creativity and innovation in tackling the country’s security challenges,” dagdag pa niya.
