May basbas na ng Kamara ang panukalang batas na nagbibigay ng tax exemptions sa mga donasyon na ibinigay sa mga national athlete na sumali sa mga international sports competition. 

Ang panukala, na inakda ni House Ways and Means Committee Chair Joey Sarte Salceda, ay naglalayong suportahan ang mga atleta sa kanilang training journey at kilalanin ang kanilang mga tagumpay.

Ang House Bill No. 421, na dating kilala bilang “Hidilyn Diaz Law,” ay naglalayong i-exempt hindi lamang ang mga premyo na napanalunan ng mga atleta kundi pati na rin ang mga donasyon na ginawa sa kanilang pagsasanay isang taon bago ang isang kompetisyon. Binigyang-diin ni Salceda na dapat ding ipangalan ang panukalang batas si Carlos Yulo, ang unang Olympian ng bansa na nanalo ng dalawang magkasunod na gintong medalya.

“A 12-year-old Carlos Yulo once gave an interview where he said that his dream was to win a gold medal for the Philippines in the Olympics. It took him more than a decade to reach that goal in the grandest manner possible,” ayon sa mambabatas. “What that teaches us is that the prize is never won on the day of the competition itself, but years before. Hard work, determination, and sheer grit through many years of training wins over talent.”

Iminungkahi ng komite na gawing retroactive ang exemption hanggang Enero 1, 2024, at isinasaalang-alang ang pagpapalawak ng tax exemption upang masakop ang lahat ng mga donasyon na ginawa sa pamamagitan ng Philippine Sports Commission o Philippine Olympic Committee, anuman ang petsa.

“It follows the philosophy I have espoused as Governor of Albay: rescue is a bad word, because there is no need for rescue when all preparations have been made. Capacity is everything. The approach is to incentivize not the prize, but the preparation. Champions are not made overnight,” dagdag ni Salceda.
