Tulfo Seeks Probe On ‘Culture Of Bullying’ In Hospitals

Senator Raffy Tulfo has filed a resolution seeking to investigate reports of bullying in the hospital hierarchy, which he said poses a threat to the physical, psychological and mental health and safety of affected medical workers and professionals.

In his Senate Resolution No. 467, Tulfo noted that those affected by bullying are clerks, interns, residents, nurses and other medical professionals.

He cited a book by Dr. Erwin Manzano entitled, “Hospital Bullies in the Philippine Clerkship and Residency Training” which reported that “some hospitals and clinics have adopted a culture of bullying wherein senior residents and consultants are offensive and oppressive to junior residents, trainees, clerks and those lower in ranks, but have remained unexposed due to them being influential or regarded as highly respected members in the profession.

“The highest degree of professionalism must be upheld and observed in the medical profession at all times, ensuring a harmonious environment where medical professionals can communicate with each other and work together with respect, such that patient’s safety and welfare is safeguarded at all times,” Tulfo said in SR 467.

“It is necessary to conduct an inquiry in aid of legislation to determine the extent of the problem and to propose measures to address the situation,” Tulfo said as he requested the Senate Committee on Health and Demography to investigate the issue. (PNA)
