Pinatawan ng contempt sa ikalawang pagkakataon ng House quad committee si dating presidential spokesperson na si Harry Roque ngayong Huwebes. Ipinag-utos ng komite ang detensyon ni Roque hanggang sa siya ay sumunod sa isang subpoena na humihingi ng ilang mahahalagang dokumento mula sa kanya.
Ito ay matapos mabigo si Roque na magsumite ng mga mahahalagang dokumento kaugnay sa kanyang financial records, sa kabila ng naunang utos. Kasama sa mga dokumento ang Statements of Assets, Liabilities, and Net Worth ni Roque mula 2016 hanggang 2022, income tax returns, at ilang legal na dokumento na may kaugnayan sa kanyang mga ari-arian at negosyo.
Inihayag ni Surigao del Norte 2nd District Representative Ace Barbers, ang committee chairperson, ang desisyon. “There is a motion to detain Atty. Harry Roque at the House of Representatives detention facility. This was duly seconded, any objection, no objection, the motion is approved,” ani Barbers sa hearing.
Agad naman itong sinegundahan ni Bukidnon 2nd District Representative Jonathan Keith Flores, at sinabing, “I move that we hold Harry Roque in contempt for refusing to submit the documents subject of this subpoena, of which he has manifested that he was going to submit to this committee.”
Unang nakulong ng 24 oras noong Agosto si Roque kasunod ng kaparehong contempt. Gayunpaman, sa pagkakataong ito, tatagal ang kanyang pagkakakulong hanggang sa maisumite niya ang mga kinakailangang dokumento o hanggang sa matapos ang imbestigasyon ng quad committee sa Philippine Offshore Gaming Operators (POGOs).
Lalo pang tumindi ang pagsisiyasat ng komite matapos ang kabiguan ni Roque na magbigay ng mga dokumentoNG kaugnay ng kanyang mga ari-arian at interes sa negosyo. Nagpahayag naman ng pag-aalala si Batangas 2nd District Representative Gerville Luistro sa biglaang pagdami ng mga ari-arian ni Roque. “There is a question on the source of the money of Biancham Corporation, which belongs to Atty. Harry Roque. If he will not be able to prove the legal and valid source of this sudden increase of assets of Biancham, then there is reasonable ground to believe that indeed he is connected with POGO operations, and this money possibly came from POGO operations,” giit ni Luistro.
Nakatuon ang imbestigasyon ng komite sa mga ilegal na operasyon ng POGO at ang umano’y koneksyon ni Roque sa mga aktibidad na ito. Dati nang inamin ni Roque ang pagtulong kay Cassandra Ong, isang incorporator ng Whirlwind Corp., sa mga usapin na may kinalaman sa POGO operations. Ngunit patuloy na itinatanggi ni Roque ang anumang pagkakasangkot sa mga ilegal na aktibidad ng POGO.
