Kinumpirma ng House blue ribbon committee na malaki ang posibilidad na “manufactured” o gawa-gawa ang mga resibo na isinumite ng Office of the Vice President (OVP) ni Sara Duterte para sa confidential funds nito. 

Ayon kay Manila Representative Joel Chua, chairperson ng House committee on good government and public accountability, base sa verification ng Philippine Statistics Authority (PSA), 66 percent o 1,322 sa 1,992 pangalan sa OVP receipts ay walang birth records sa PSA database.

“If these names cannot be found in the civil registry, it strongly suggests they do not exist,” aniya. “The [receipts] may have been manufactured to justify the disbursement of confidential funds.”

Iginiit din ni Chua na ang mga findings ay hindi simpleng clerical error. “Kung hindi totoong tao ang mga recipients, saan napunta ang pera?” tanong niya.

Parehong sitwasyon ang nakita sa Department of Education (DepEd), na pinamunuan din ni Duterte mula Hunyo 2022 hanggang Hulyo 2023. Sa listahan ng DepEd na may 677 pangalan ng fund recipients, 405 dito ang walang birth records sa PSA.

Kabilang sa mga natukoy na pekeng pangalan ang “Mary Grace Piattos,” isang pangalan na inamin na gawa-gawa. Dagdag pa rito, 670 pangalan mula sa OVP list ang inilagay sa kategoryang “most likely matched” dahil may katulad o posibleng maraming kapangalan.

Ang P500 milyong confidential funds ng OVP mula Disyembre 2022 hanggang Setyembre 2023 ay ginamit umano para sa rewards, safe house rentals, travel expenses, at pagbili ng supplies, medisina, at food aid—batay sa mga resibo na ngayon ay tinatanong ang authenticity.

Binigyang-diin ni Chua na ang mga resulta mula sa PSA ay naglalantad ng isang posibleng “deliberate effort to misuse public funds.”
