Bilang isang economic matters expert, nagpahayag ng suporta si Rep. Joey Salceda para kay bagong Department of Finance (DOF) Secretary Ralph Recto at binigyang-diin ang pangangailangang unahin ang mga mahahalagang reporma sa mga tax policy.

Sa isang kamakailang pahayag, binigyang-diin niya ang walang katulad na karanasan ni Recto, at sinabing, “No other legislator, past or present, has spent more years in Congress legislating tax laws than Secretary Recto. He knows what is proper in principle and pragmatic in practice.”

Binigyang-diin ni Salceda ang strategic timing ng pag-upo ni Recto sa pwesto, dahil naisasagawa na ang mga repormang administratibo tulad ng Ease of Paying Taxes. Ito, ayon sa kanya, ay nagbibigay-daan sa bagong Kalihim na ilipat ang pokus sa mga reporma sa tax policy, lalo na sa kanyang iginagalang na posisyon sa Senado, kung saan ang mga reporma sa buwis ay sumasailalim sa masusing deliberasyon.

Binalangkas ng beteranong mambabatas ang tatlong urgent tax policy objectives na inaasahan niyang uunahin ni Recto. “We are in the awkward position of being among the first to propose a digital services VAT, and the last in the ASEAN-6 to actually pass such a tax. We need to address this,” aniya.

Binigyang-diin pa niya ang pangangailangan ng reporma sa pagbubuwis ng electronic commerce taxation, at sinabing, “Electronic commerce is now the driving force of consumer demand, and that space escapes the reach of taxation more easily.” 

Iminungkahi rin ni Salceda na muling isaalang-alang ang mga de minimis threshold para sa imports, pagtitiyak ng tax compliance ng e-commerce platforms sellers at paglikha ng mga mekanismo para sa mga cash-on-delivery transactions.

Bukod pa rito, binigyang pansin ni Salceda ang potensyal na pagbagsak ng mga koleksyon sa tobacco excise tax hanggang P45 bilyon ngayong taon dahil sa vaping. “We need to figure out how to replace this declining revenue stream,” aniya.

Sa kabila nito, nagpahayag si Salceda ng optimismo tungkol sa mga reporma sa structural policy, partikular na tungkol sa paggamit ng mga kita sa Motor Vehicle User’s Charge (MVUC) para tustusan ang  public transport. “Secretary Recto was an advocate in the past of using MVUC revenues to finance public transport. So, I am optimistic about our proposal to update MVUC rates and use revenues to heavily subsidize jeepney modernization,” aniya.

“He [Secretary Recto] has called me a few times since being appointed. I will work very closely with him, as I always do with whoever the Secretary of Finance is.”
