WALANG EXEMPTED! Lahat Ng Halal Na Opisyal, Isasalang Sa Drug Test – Pulong

Inihain ni Davao City First District Representative Paolo Z. Duterte ang panukalang nag-uutos sa lahat ng halal na pampublikong opisyal, kabilang ang Pangulo, na sumailalim sa random drug testing tuwing anim na buwan gamit ang hair follicle at urine sample para sa mas tumpak na resulta. 

Ang panukalang batas ay naglalayong palakasin ang integridad at pananagutan ng mga public official.

Sakop ng House Bill (HB) 10744 ang mga elected at appointed official sa gobyerno at binibigyang-diin na walang sinuman ang dapat na exempted sa mandatoryong random drug testing.

“Considering the initiatives toward deterring drug use and abuse, exemptions or favors in the mandatory nature of random drug testing shall not extend to certain class privileges, such as those held by elected and appointed officials. It becomes imperative, given their mandate, that they shall lead a life of modesty and integrity,” ani Duterte.

Hinihikayat din ng panukalang batas ang boluntaryong random drug testing ng mga kandidato para sa mga electoral posts sa loob ng 90 araw bago ang araw ng halalan.

Sa ilalim ng HB 10744, ang awtorisadong drug testing ay isasagawa ng government forensic laboratories o drug testing centers na kinikilala ng Department of Health (DOH) upang matiyak ang kalidad ng resulta ng test. Itatakda din ng DOH ang presyo para sa mga drug test sa mga accredited center para maging mas abot-kaya ang mga ito.

Kasama sa proseso ng drug testing ang isang screening test gamit ang “hair follicle drug test” para matukoy ang paggamit at uri ng droga, na susundan ng confirmatory test gamit ang “urine drug test” para kumpirmahin ang mga positibong resulta.
