Isinusulong sa senado ang Senate Bill (SB) No. 2021 na may layuning na magtatag ng proyektong Shared Service Facilities (SSF) sa ilalim ng Department of Trade and Industry para magtayo at suportahan ang iba pang livelihood programs sa bansa para sa mga maliliit na negosyo o micro, small, and medium enterprises (MSME).
“As we all know, micro, small and medium enterprises or MSMEs are considered growth engines of the Philippine economy. Most especially at this time of economic recovery, MSMEs play a crucial role in our development,” pahayag ni Senador Bong Go na co-sponsor ng panukala.
“However, MSMEs encounter several challenges that hinder their development such as limited financial capacity, poor market information and lack of access to technology. We must therefore strive to enact measures that would help and support our MSMEs. One such measure is the Shared Service Facilities project,” aniya.
Ang isinulong na panukala ay mag-aamyenda sa Republic Act (RA) No. 6977 o ang Magna Carta for Small Enterprises na inamyenda ng RA 9501 o Magna Carta for Micro, Small, and Medium Enterprises.
“Supporting small businesses plays a crucial role for the country. MSMEs are often the drivers of innovation and entrepreneurship. They can quickly respond to changing market demands and develop new products or services that meet the needs of their customers,” dagdag ni Go.
Kapag naisabatas, ang SB No. 2021ay magbibigay ng mga abot-kayang solusyon sa mga maliliit na negosyo sa pamamagitan ng access sa shared facilities at mga serbisyo na makakatulong sa pagpapabuti ng kalidad at productivity, kasama ang equipment, tools, at machinery na maaaring gamitin para mapabilis ang proseso ng produksyon.
Kasama rin sa panukala ang pagkakaroon ng training at technical assistance sa mga MSMEs para matulungan sila na magamit ang shared facilities at suportahan ang pag-unlad ng mga maliliit na negosyo na mahalagang parte ng ekonomiya ng bansa.
“In general, this will not only benefit small businesses but will also help the community through the development of the local economy,” pahayag ni Go.
Dagdag niya, makakatulong ang panukala para makaahon ang mga MSME sa mga pagsubok na kinakaharap nila sa pagsisimula o pagpapalawig ng kanilang negosyo.
“By institutionalizing this program, we seek to economically empower our people lalo na sa mga probinsya, mahalagang maiangat pa natin ang kanilang pamumuhay, mabigyan ng maayos na kabuhayan, masigurong merong sapat na pagkain at hindi natutulog sa gabi na walang laman ang sikmura, nakakapag-aral ang kanilang mga anak, at nabibili ang mga pangunahing pangangailangan,” idiniin ni Go.
